California Decriminalizes Pot

Although The Hemp Network focuses on hemp products, the legal aspects of marijuana are also important.  Especially as it relates to growing the plant itself.
 
On Friday, California Governer Arnold Schwarzenegger signed Senate Bill 1449.  By doing so, he reduced the charges for possession of non-medical marijuana from a misdemeanor to an infraction.  The measure ammends the California Health and Safety Code, and applies to those caught with up to 1 ounce of marijuana.  The infraction does not require a court appearance or go into the criminal record, but instead is punishable by a $100 fine.
 
Schwarzenegger was clear that his decision was based purely on economics, saying:
 
"In this time of drastic budget cuts, prosecutors, defense attorneys, law enforcement, and the courts cannot afford to expend limited resources prosecuting marijuana misdemeanor offenses," Gov. Schwarzenegger stated. Norml.Org
 
The question now is:  How will Senate Bill 1449 affect Prop. 19? 
 
Prop 19 would allow those 21 and older to legally possess marijuana and use it in non-public places.  It also allows residence to grow marijuana in a 25 square foot area, and allows the local government to impose and collect taxes on those sales.
